You should be free to wonder around after that but just in case try to not let him get 100-150 meters from you. When Hitler is done at the tea house he’ll have his men drive him to the main house. Hitler talks and travels a lot though so his AI needs to talk I guess. For most NPCs in the game they stay still or go on a small patrol. The problem is that if you are too far away then the game won’t render in that dialogue. I think his AI is programmed to need to talk before he goes to the next location (at least for the tea house). Hitler talks a lot, especially when he first arrives at the tea house. Also make sure he is always passive and never even cautious, that just requires perfect stealth. All you really need to do so Hitler doesn’t freeze is try to be within 150 meters of him (ideally 100 or less). You can kill the people already at the house but DO NOT let Hitler know or find any bodies. You need to wait nearby for him to get there.
Hitler will spawn in his car after a few minutes and go to the tea house. I decided instead to restart the level from the start location closest to the tea house. I seemed to have gotten it to work although I’m on Xbox and had same bug.
